Global Capital & Development is led by Keith Martin, who joined the company in September 2010 and brings with him over 25 years of experience in Public-Private Partnerships (PPP), construction, project finance and infrastructure development throughout Asia.

A Chartered Surveyor and Chartered Builder, Keith has worked on numerous key Asian PPP projects and major infrastructure developments over various sectors. Some of his standout projects include leading the team that successfully achieved financial close on one of the world’s largest PPP projects, the Incheon Bridge Project, in Seoul, South Korea and as the Development Director with the Singapore government on a USD1 billion development of the Singapore Sports Hub PPP. He has also advised the Indonesian government on the feasibility and structuring of PPP procurement for water supply and transportation projects.
Keith has considerable expertise in major business case feasibility, master planning, land transactions and development management. In South Korea, he was responsible for the business case and master-planning for Umbok New Town. Closer to home, he undertook the development agreement, concept master plan and bid development for Changi Motorsports Hub.

Prior to joining GCD, Keith was Chief Executive of Plenary Group Infrastructure Asia in Singapore, where he established the Singapore office and led the Asian operations of the company. He has held posts of Chief Executive in iPAc Group (Singapore), Chief Operating Officer in AMEC Group (Korea) and Director & Commercial Manager in AMEC Group (Hong Kong and Singapore). His experience in these organisations has allowed him to understand public sector infrastructure project objectives and facilitate attractive projects for private sector partners.

Keith graduated from the University of Abertay Dundee with a degree in Quantity Surveying and is an Asian Council Member of the International Project Finance Association. He specialises in the fields of PPP/PFI advisory, Design Build Finance Operate (DBFO), Stakeholder Management, Project Development & Procurement, and Bid Process Management. His free time is mainly devoted to family, but he still enjoys following rugby and is Vice President of the Singapore Rugby Union.
